The Kuwaiti stateless persons living in Kuwait who wish to travel abroad for any reason should first obtain a Kuwaiti travel document, and when they arrive in their destination country in the EU, they can apply for asylum, which will be examined by the relevant authorities. There are no cases of other countries sending travel documents to stateless persons in Kuwait, unless they have a close relative in the EU who has a residence permit and to whom they can join as a sponsor.
